Raising better politicians means raising better people. It is a vicious circle and when it starting to go down it will imminently go down. It happens with nations (and even Empires) all over the globe in history regardless of race or culture. Thus, you have people moving from one place to another. Romanians themselves have a huge genetic background of people coming from near Caucasus mountains a while go, fleeing probably the same poor quality of life under dominant warrior populations. They are fleeing right now, 5 million people left their country, Romania being top 2 in emigration after Syria.
You can take a look and compare with other regions and countries. You can even predict the result based on the experiment. Ireland, India, Russia, Philippines, old populations of Latin America, present day regions of Africa.
How to fix? He he, we are going into another dimension of absurdity now, because regardless of any leftist propaganda, sometimes you can’t fix people. They might fix themselves:

BTW, he also mentions: “This empathy is God given. We cannot be taught empathy…”, which I agree with. Empathy is an evolutionary trait and you need a couple of millennia fighting nature side by side to change a bit.
